The promise, and what it rests on

“Provides additional revenue to fund improvements to our roads”, dated 19 March 2015, is the campaign’s infrastructure argument in one line. It names no rate, no fund and no road. We have not supplied those details, because this page does not carry them.

The mechanism behind a claim like this is always the same and is worth knowing in the abstract: casino gaming is taxed on net gaming receipts, the tax lands in a state fund, and the legislature decides what the fund pays for. Which fund, at which rate, and with what guarantee that the money reaches a particular highway, is a question for the filed amendment text and the statutes written under it — not for a campaign slide. This domain’s own front page once sat beneath the logo of the Arkansas Department of Transportation; that link is still on the home page, kept as published.
